2020-04-15

At the Sino-British Cancer Conference on June 25, 2018, Chinese and British experts shared the work and related data on cancer screening and prevention between the two countries. Chris Harrison, National Cancer Clinical Affairs Director of the NHS in the UK, said that China and the UK both regard cancer as an important issue that seriously harms public health. The two countries have certain differences in tumor prevention and control planning and are at different stages of development, but the principles are the same This means that the two countries have greater room for cooperation in cancer prevention and control.

Anne Mackie, Program Director of the National Screening Committee of the Public Health England (PHE), said that in 2016-2017, PHE conducted more than 21 million screenings for all diseases, and after obtaining positive screening results, more than 45,000 The person requested further examination or treatment. The United Kingdom will provide free cancer screening programs for women of different ages. For example, medical institutions will send breast cancer screening invitations to women aged 25 to 70 years old. The data for the third quarter of 2017-2018 showed that in England, the initial screening range for abdominal aortic aneurysm screening reached 62.1%, the annual monitoring screening coverage reached 92.5%, and the quarterly monitoring screening coverage reached 93.5%.

China's cancer incidence accounts for about 22% of the world's total, with a standardized incidence rate of 174.0 per 100,000. China's cancer incidence ranks 74th in the world, and the number of incidences is the world's first, while people in some regions are still shy about cancer. Chen Wanqing, director of the Office for Early Diagnosis and Early Treatment of Cancer at the National Cancer Center of China, said that China ’s cancer screening has not yet reached the universal standard in the United Kingdom because cancer screening is not covered by medical insurance, the central financial program has limited support, and focuses on eight common cancers. However, in recent years, the population coverage of cancer screening has gradually increased, basic medical training has been strengthened, and cancer screening will also be expected to be included in medical insurance.

Christopher Harrison, the National Clinical Director of the NHS in the UK, and Wu Liangyou from the Department of Chronic Diseases of the CDC of the Chinese National Health Commission subsequently exchanged views on the implementation and progress of cancer strategic goals between China and the UK.

Harrison said that 30% -50% of cancer cases are preventable, and prevention is a long-term strategy that can bring the most cost-effectiveness for cancer control. Therefore, the goal of the NHS is to significantly reduce cancer caused by inappropriate behavior, lifestyle, and environmental factors. Wu Liangyou said that in the past 10 years, the average medical cost of cancer cases in China has doubled, which is 1.3 times the per capita GDP of China. Among them, non-medical expenses account for about 10% of the total average cost. The burden cannot be ignored. The cost of diagnosis and treatment of some precancerous lesions is only 1/5 of that of cancer, and there are obvious regional differences in the cost of cancer diagnosis and treatment.

Facing a series of problems and challenges, Wu Liangyou said that China will launch a new round of action plans, including cancer risk factor control and environmental support actions, national anti-cancer and anti-cancer promotion actions, cancer prevention and treatment capacity enhancement actions, and tumor registration informatization Promoting actions, promotion of early diagnosis and treatment of cancer, promotion of standardized diagnosis and treatment of cancer, and prevention and treatment of cancer prevention, etc.

In addition, Wu Liangyou said that China ’s 16 departments will fully focus on shortcomings and solve problems, such as compiling authoritative science knowledge, widely carrying out science popularization, and advocating a healthy and civilized lifestyle; establishing and improving the “country-province-city-county” cancer Prevention and control system, improve medical insurance and rescue policies; promote the integration of cancer information resources, share data, strengthen the health management of high-risk groups, explore the establishment of a long-term mechanism for early diagnosis and treatment of cancer; strengthen standardized management of diagnosis and treatment, establish a national standardized promotion collaboration group, strengthen Medical institutions, families and social attention.

Harrison, Wu Liangyou, Andrew McCormick, an official from Northern Ireland, UK, and the Executive Director of the Cancer Registry Office of the National Cancer Center of China conducted a panel discussion. All parties agreed that China and the UK should actively strengthen international cooperation in cancer prevention and control between China and the UK, and share international advanced appropriate strategies and Technology, in-depth technical exchanges, research cooperation, personnel exchanges, etc.
