Healthy China Action (2019-2030) Cancer Prevention Action

2020-07-20

"Healthy China Action (2019-2030)" (12) Cancer Prevention and Control Action.

Cancer seriously endangers people's health. The "2017 China Cancer Registry Annual Report" shows that there are about 3.8 million new cancer cases and 2.29 million deaths each year in my country, and the incidence and mortality rates are increasing year by year. As our country’s population ages, industrialization, and urbanization continue to accelerate, coupled with the gradual accumulation of chronic infections, widespread prevalence of unhealthy lifestyles, environmental pollution, occupational exposure and other factors, the situation of cancer prevention and control in our country will remain severe. International experience has shown that measures such as active prevention, early screening, and standardized treatment have a significant effect on reducing the incidence and mortality of cancer.
Action goal:
By 2022 and 2030, the overall 5-year survival rate of cancer will not be less than 43.3% and 46.6% respectively; the awareness rate of core cancer prevention knowledge will not be less than 70% and 80% respectively; the early diagnosis rate of key cancer types in high-incidence areas will reach 55% And above and continue to improve; basically realize that people at high risk of cancer participate in regular anti-cancer physical examinations.
--personal:
1. Pay attention to cancer prevention as early as possible. The occurrence of cancer is a multi-factor, multi-stage, complex and gradual process. It is recommended that everyone learn and master the "Core Information and Key Points of Cancer Prevention and Control" as soon as possible to actively prevent cancer.
2. Practicing a healthy lifestyle, quitting smoking and restricting alcohol, a balanced diet, scientific exercise, and a good mood can effectively reduce the incidence of cancer. For example, smoking cessation can reduce the risk of lung cancer, and a reasonable diet can reduce the occurrence of colon cancer, breast cancer, esophageal cancer, liver cancer and gastric cancer.
3. Reduce cancer-related infections. Cancer is not contagious, but some bacteria (such as Helicobacter pylori) and viruses (such as human papilloma virus, hepatitis virus, Epstein-Barr virus, etc.) that are closely related to cancer can be contagious. By maintaining personal hygiene and a healthy lifestyle, vaccinations (such as hepatitis virus vaccine, human papilloma virus vaccine) can avoid infection with related bacteria and viruses, thereby preventing the occurrence of cancer.
4. Regular anti-cancer physical examination. Standardized anti-cancer physical examination is an important way to discover cancer and precancerous lesions. The current technology can detect most common cancers early. For example, gastrointestinal endoscopy can be used to detect gastrointestinal cancers, visual observation with acetic acid staining / iodine staining (VIA/VILI), cervical exfoliation cytology or high-risk human nipple HPV DNA testing can detect cervical cancer, low-dose spiral CT of the chest can detect lung cancer, and ultrasound combined with mammography can detect breast cancer. It is recommended that high-risk groups choose professional physical examination institutions for regular anti-cancer physical examinations, and choose appropriate physical examination intervals according to the individual’s age and previous examination results.
5. Pay close attention to cancer danger signs. Such as: abnormal lumps on the superficial parts of the body; black moles and warts on the body surface darken or increase rapidly in a short time; abnormal feelings such as choking and pain on the body; long-lasting ulcers on the skin or mucous membrane; persistent Indigestion and loss of appetite; changes in bowel habits and traits or blood; persistent hoarseness, dry cough, blood in sputum; abnormal hearing, nosebleeds, headaches; abnormal vaginal bleeding, especially contact bleeding; painless hematuria, Poor urination; unexplained fever, fatigue, progressive weight loss, etc. It is recommended to seek medical attention in time when the above symptoms appear.
6. Accept standardized treatment. Cancer patients should go to regular hospitals for standardized treatment, and don't believe in remedies or false advertisements, so as not to delay treatment.
7. Pay attention to rehabilitation. Face cancer, actively adjust the body's immunity, maintain a good mental state, and achieve long-term stability of the disease. Pain is the most common and main symptom of cancer patients. With the help of doctors, scientific pain relief methods can be used to actively deal with pain.
8. Reasonable diet and nutrition. The food intake of cancer patients can refer to "Dietary Guidelines for Patients with Malignant Tumors". Maintain an appropriate daily intake of cereals, soy products, vegetables and fruits. In the case of normal gastrointestinal function, pay attention to the combination of thickness, eat more fish, poultry, eggs, and reduce the intake of red meat. For patients with gastrointestinal injury, it is recommended to make soft and finely divided animal food. In the anti-tumor treatment period and the rehabilitation period, when the dietary intake is insufficient, and the target requirement cannot be met after dietary guidance, the enteral and parenteral nutrition support treatment can be actively accepted. Avoid moldy foods and limit the intake of animal foods that are grilled (fired, charcoal-fired), pickled and fried.
——Society and government:
1. For key cancers such as gastric cancer, esophageal cancer, colorectal cancer, lung cancer, cervical cancer, and breast cancer that have a high incidence and relatively mature screening methods and technical programs, develop guidelines for screening and early diagnosis and treatment. Based on the cancer prevalence in the region, all regions have created conditions to universally carry out opportunistic cancer screening. (The Health Commission takes the lead, and the Ministry of Finance is responsible for its duties)
2. Develop guidelines for the prevention and treatment of cancer in the workplace, and carry out regular inspections, evaluations and personal protection management of carcinogenic occupational hazards in the workplace. Build a national cancer big data platform, build a nationwide cancer case registration system, carry out cancer clinical data analysis and research, and provide decision support for cancer diagnosis and treatment. (The Health Commission takes the lead, and the Development and Reform Commission is responsible for its duties)
9. In the national science and technology plan, further strengthen the deployment of scientific and technological innovation to address the weak links that need to be addressed in the current cancer prevention and treatment. In the major projects of scientific and technological innovation 2030, we will strengthen the deployment of the entire chain of basic frontier research, diagnosis and treatment technologies, and application demonstrations for cancer prevention and treatment. Give full play to the leading demonstration role of the National Clinical Medical Research Center and its collaborative network in clinical research, transformation of results, and promotion and application, and continue to improve the overall scientific and technological level of cancer prevention and treatment in my country.
